Hummed tune - early house

My mate has always loved this tune from 'back in the day' when he used to go out, but never known the name of it.

I don't recognise it, but hope one of you will!

It's a recording of him singing the main riff, but its fairly distinct.

It should be from the 89 - 91 era.
