Old skool Techno track

K.. I have never fully figured out exactly which genre this falls under, other than just Hardcore. This was recorded off Power 106 in LA, in August 1991. It was in the mix with Turntable Terror's "Break", and Virtual Reality's "MAke Some Noise." I have been looking for this track ever since, and remember several misleading paths way back then (people saying it was T99 or such..) If someone can ID this, I may be able to finally get some sleep after all these years

sorry for the poor quality, but the reception was poor, and the tape has been listened to hundreds of times..
