    I'm not very much into New Beat, but it's obviously some version of "Rock To The Beat" (Sorry for pointing out the obvious for you old-timers)

    The track uses speech synthesis from Software Automatic Mouth for C64. If we assume that this trend began with U96 - Das Boot in 1991, we can hopefully eliminate earlier releases. (Interestingly however, Reese - Rock To The Beat uses a speech synthesis in a whisper-like voice, but I think we can ignore that. Or maybe not?) Anyway, the drum loop sounds a bit like it could be from 1993 or 94, if you ask me.

    I've heard that exact "hear we go!" used as a sample somewhere else. Right now I want to guess something by DJ Seduction, but I really can't remember that well. But if that crowd noise during "somebody scream!" is a sample, the clip is probably from around 1994 (following the trend of Ultra-Sonic / Scooter).

    I doubt that it's a mix of Oxy - Rock To The Beat, since the strings there sound quite different.
