Has anyone ever heard this(91ish)... if so where?

I have been looking for this tune for ages. No one has been able to ID it here or at several other Old skool forums. At this point I just want to know if anyone even recognizes it, and if they can remember where they might have heard it. That way I can try and determine if it is just a local product (Los Angeles), or perhaps some crazy obscure white label promo...

Seems like a mash up.
I hear Earth Leakage Trip - Lift in the beginning and those xylophone ticks sounds familiar as well as does the bassline

Any idea where you might have heard the xylophone or bassline?

I can hear a Doug Lazy loop faintly in the background, and I have had some of the other samples recognized as well... any further information appreciated.

i remember hearing this thing in Melbourne (Australia) in 1991 once or twice. It certainly is very nice, wouldn't have a clue what it is though.did you ever get any more info on it, cause I will add it to my wants list now too!
