I think it is either a bootl eg or a live mix cos it starts off with "the power" the nseques inot "900 number" but the rap sound like Cash Money "mighty hard rocker"

the bell behind the rap is off Princess ivory -wanted young man single and free.the rap voice is familiar .the track is tops though,i can check my old jeff young tapes for ya cos i used to listen to the hip hop hour and i left it recording while i went out nad never edited them.it tells ya the names inbetween some tracks lol.
