'Techno Grooves - Sympathy For House' (R&S 1990) reggae sample - any thoughts?

I have attached a clip of a reggae/disco track from 1984 (or perhaps 1983) from which the line 'Let me know when the guns are down' was sampled in 'Techno Grooves - Sympathy For House' [RS 90 030].

I wonder if anyone could ID this reggae/disco track? I have already posted this in the 1980s subforum - including the full lyrics as I could make it out.
