Oldschool/Breakbeat tune ID

Hey all, first time poster here so if i screwed something up, my bad heh.

Anyway, a few years ago i found this tune and i cannot for the life of me find anything about it.
No name, no year no nothing.

If anyone has any info on this tune i can die happy cause it's been driving me nuts for a long time now.

Main break comes in at about 40 sec.

My first thought was it was by Sound Engineer, but after researching it does not appear to be by him

I used to have this Bizzy B tape this one was apparently on, might even have it around somewhere in a forgotten shoebox or something.
