f samples the movie "The Day The Earth Stood Still".
I've searched Discogs and found this one from 1992: Matey - Rising High (Vinyl) at Discogs
Found this link which has the full track: http://www.mediafire.com/download.php?t4e03zzzjdz
Can't check it myself coz I'm at work at the moment and have restricted access.

    Good luck!

    Edit:
Have since had a listen and it's not that tune,

The style of music and the fact they've overlaid a lengthy vocal sample such as the one they've used reminds me of a tune from Rising High Records. One of the local Dj's used to play these kind of tunes on his late night radio show. If I recall correctly there was a version of Space Is The Place by Irresistible Force which had a similar vocal sample all the way through it. Thus it could be another production by Irresistible Force aka Mixmaster Morris aka Morris Gould.

You would think this would be an easy one to ID because it samples the dialog from that movie, but not to be.
