Theres a bug in the system

I heard this tune played out a few times by DJ Jack from the DIY collective.

All I can remember is the track starts with a male spoken vocal monologue which begins by saying 'there's a bug in the system' the vocal then continues talking over the track, I would guess this came out in mid 90s, but it could of been earlier, I first heard it out in 97, but was told by a friend that it had been released years earlier.
