    It isnt
    Techno Grooves Mach 4 - Techno Slam
    (that was my original thought,But it isnt quite right,the beats are different etc)

    The sample has been so widely used it is very difficult to pin down. I think it is even on the scratch section of a DJ food LP, also used on one of the DJ's Unite releases.
