This was a tune in the mid 90's with a slow drum and bass rhythm and I am sure it had a sample of bizzarre inc's vocal cry in it but it also had a sample off a TV film and it went something like "good news the big alerts been call off, all off, for those who had a hard time......sorry about that I guess all we can do..."

Loved this tune, can anyone guess?
