The vocal sample used in this tune is very unique so it could most likely be one of the mixes of Transformations by Transform which was released in 1993 (and as early as 1992).

I've had a listen to the following mixes and none of them match your sample:
MLO mix, MLO Ambient mix, Original, Irresistible Trance mix and Backwards mix.
It could still be another mix. Or it could be another tune on the Rising High Records label.
Orrrrr, I could be completely off track.
