I recorded this from kiss fm Melbourne few days ago. I have no idea what year this is or if its UK sound. Could this be Belgian hc?

Theres a "house nation" sample. This doesn't sound like typical UK breakbeat HC from early 90s but I don't know where else to post this thread. It sounds like techno at times but there are hc elements and breaks. So yeah have a listen Thanks
