i think its DJ Kaycee, a german artist? - maybe a track called Escape (but not sure, i am more sure about the artist).

from memory a brownish coluoured record sleeve, perhaps with a picture of a small eye on it?

i think the artist is Suburban Base,
on label: "Jolly Roger" OR "Jolly Roger Lite" OR "Joker"

don't know the track name

...failing that its probably on evolution records.

Yeh, spot on, i checked it out and its DJ KayCee - Escape (fast rave mix) think.
