please help me ID two tunes!

Hi there!

For a couple of years I've been searching for a tune which featured samples from the
cheech & chong movie "up in smoke", the sample was "feel allright now?" and "mellooow"
as you can hear here: cc_mellow.mp3

The style was house / trance / techno, really groovey, I would love if anyone could help
me ID this tune, I have no idea about the year, but I guess I heard it in 1999.

Another song im looking to ID is a remix from around 2001 of david bowie's "lets dance", this remix is
just amazing: lets_dance_2001.mp3
