Does anyone know where this sample comes from?

In the early nineties this was used in f.e. afterclub Balmoral (Belgium) and Illusion (Belgium) by Kevin Jee and maybe some others...

Yes, that's indeed Terrence McKenna's annoying voice.
That would also be a good reason to why it's slowed down....
