Default Tune ID from early 1992........"somebody's changing"?

Good evening all, I wonder if any of you lovely bods would be able to help me ID a tune from around early to mid 1992? The tune is a fast and furious Techno style track, but accompanied by a breakbeat, with a chipmunk vox that seems to say (in a child's squeaky voice) "somebody's changing" (well that's what it sounds like) the track sqelches and has a riff that I think is made up off a snippet of shades of rhythms "Homicide" track.......there is also a female voice singing "doe doe de doe doe doe...doe doe doe doe doe doe doe......doe doe de doe doe.........".and leads into a euphoric breakdown with awesome chello style strings. Vague I know, but it's a cracking tune. Any help appreciated
