Can anyone please ID this oddity on an old hardcore mixtape

Also does anyone know the DJ or event name or any other details of this mix. I've never been able to locate it on YT or anywhere else.

I'm assuming its live as throughout the mix there is an pretty odd and amusing MC and you can hear crowd noise in the background.
