Thanks cypherism! I finallly found the track after looking for it for a good 10 years, it's called Rubber Neck by Mr. Natural. I had to buy the vinyl because I couldn't find a digital version...
This is a funky old school breakbeat song that David Holmes used to play in his sets. It has a sample that says "they call me rubberneck, I'm silly, I love it" by the Jerky boys throughout the track....
