Actually solved this one myself after some more digging on the net. It's Tribal Rhythm - I Won't Stop Acieeed! I guess nodding away in a club you always imagine the lyrics to be more "relevant"...

No sample of this but I heard it again after decades on a pirate station over the weekend. The female vocal sample repeated in places on the track is (I think) "I will drop, I-I-I-I will drop"...
