Yeah I'm pretty sure Todd pinched the riff from Cool Jack for the Bizarre Inc remix.

There is another remix of an artist called Jon Secada (The name escapes me but I will find it on Discogs), that is basically the same as the Bizarre Inc remix without the Cool Jack synth riff.

Jon Secada - Do You Really Want Me (Tee's In House Dub) That's it. Not as exciting as his Bizarre Inc remix

This is however definitely the track in your clip. It was only available on the promo triple pack as I recall.
