this track comes from a tape i recorded on french radio FG in 1995 or around.
when i put this track on Shazam, they say it's:
Weirdo & Phil Omanski : One tribe Jam (Dj promo remix)
but it's not !hen it might be weirdo as well... or Omanski.... or not
Also the speed voice sample (starting at 43" in this post) might come fropm some other tracks...
