wanted: synthpop/frankfurt sounding, freestylish track 1986-1988

a friend of mine is looking for a track that i assume was made between 1986 and 88, it was released only mixed with kraftwerk - nummern on a powerwork megamix.

the voice sounds very german (as the vocals seem to make not much sense, but maybe i'm wrong) :D

the only thing i understand is something like
"drinkin in the 18 bars" .. "hungry seventeen" or something..
