You do not have to upload them to TuneID, But as Laith said, many people cannot access outside links, and some people will not even bother listening unless they are on TuneID.
Also some people might not click through a URL because of ActiveX scripting and the risk of getting spyware/adware or even a virus!
If the file is on TuneID it is guaranteed to be safe to download
