The samples are from a character called Frank Rizzo, thats all I can say to help
Thanks cypherism! I finallly found the track after looking for it for a good 10 years, it's called Rubber Neck by Mr. Natural. I had to buy the vinyl because I couldn't find a digital version anywhere!
