Help Me ID familiar song with horn section

I've been looking for this song for a long time. It sounds like something from the 70s, although it could be from the 80s or even 90s.. very hard to tell.

The sample above contains two portion of the song.
The first starts with a guitar note and count off reminiscent of the Beatles (could be sampled) but then goes into a funky riff with screaming noises in the background. It then cuts to the second portion that has a horn section playing a very familiar melody. Note: I'm not sure if the screaming, and the opening count-off are actually from the song itself, so pay close attention to the horn section.
