this is a track played regularly by Colin Dale on his Kiss FM Abstrakt Dance radio show around 1991/2. He also played it occasionally right up until the show went off air.
The monologue is from the original Planet of the Apes film but it sounds vocodered or re-recorded to me. "Seen from out here, everything is different, time bends, space is boundless..."
