Hi mate - I reckon it's Dr Alban as the guy chatting sounds v v similar to the guy on Dr Alban - No Coke

This has 1990/1 stamped all over it in my opinion... v v nice tune - great beats - I'll move it to oldskool classics / warehouse as it's more that than hiphop / electro in my opinion - plus it'll get more of a listen :)

V much like an early Legends early doors tune too...

It does sound Dr Alban-ish
