think its Carl Cox - I Want You (Forever) aint sure on the mix was 1991 on pefecto if mem serves me, might be wrong and it might sommat else deffo same vocals.
It's defo' Carl Cox, i think the DJ is doin a bit of cuttin' with 2 tunes :)
