Difficult '96 Jungle tune to ID (description)... possibly dub

ok guys, this one ive been trying to ID for a long time, no one seems to recognize it, pls give it a go:

From a Hype set (July '96) only heard this tune once, but has stuck with me ever since.... Very catchy jumpup tune (possibly dub), chopped up hiphop vocals over it:

"Out on the streets niggas high on cocaine,
better watch out, I'll put a bullet in your brain,
Bam, before you know another boy dead,
nine, eight lyrics gone straight through his head...
(then chopped up..)
Bam, before you know another boy dead, Bam, Bam...etc"

If this rings a bell, if you ever heard it or can give me ANY clues
