It's a remix of Gus Gus - 'Believe'. Probably the 16B remix. The start of the 16B remix was used on Northern Exposure 2 - first track, CD 1, but only the intro...........

Just a gut feeling, but how about checking the Cleveland City back catalogue (or maybe it's sister label Consolidated). Sounds like something they'd release.
