There's a repeated sound in it which sounds exactly like the U-Boat radar from Das Boot except distorted (don't ask how I noticed that)... I couldn't tell you who it is, but there're a few people on Youtube with a massive knowledge of old EBM/New Beat. Suppose you could try posting on there?
