Un-fucking-believeable
This came from an early/mid 90s tape, which I think was a Slipmatt tape.
The only detail I remember is that it went silent then had a sampled voice, a deep man's voice, that went:
UNNNNN-FU-CKING-BE-LIEV-A-BLE
Then the drums came back in with a hoover melody. I can remember the melody, but can't record it, so if there are any musical folk here it is like this:
[C4] [] [] [G3] [] [] [C3] [] [] [F4] [] [] [C#4] [] [] []
Each note in [] is a quarter note - that riff is a four beat measure.
The drum loop might have been sampled, but it wasn't a vintage breakbeat... it felt programmed to me.
If anyone can tell me what this is you will shed the light on a 20 year old mystery to me!

Hi, thanks for the response... unfortunately none of the suggestions are the right track, but the vocal sample is the right one. I'm going to try to recreate what I can remember of the tune and upload to YouTube.

Still not the right track, but we must be running out of tunes that use that vocal sample!
