It could be Tom Salta mate, there is a sample here TOM SALTA - THE NEW GENERATION- AMERICAN IMPORT 12"
Or it could be Sined Roza, which tbh from your brief description it sounds more like, which is on a bootleg that Tom Salta is on and there is a sample of that here SINED ROZA - I DON'T KNOW WHAT IT IS- BRITISH PROMO 12"
