As title suggests, no audio, not sure of year not even sure if it was Italiandance / high energy but here goes.

Mid 90's, vocal sample was either "fault with the program" or "on with the program"

Ok, had a chat to the only other person who I know has heard this tune before and it could be as early as 91 sadly, so probably in the wrong section. The vocal was by a male, neither of us are sure if it was in a rap/jungle style or not.
Really not helping my cause atm, may try asking in the hardcore / jungle section, it was on Wear Fm (Sunderland radio station) back in the early / mid 90's thats all I know for sure.
