Unknown Possibly Early Belgium Techno

Hi unsure about this track,it is possibly early belgium techno,that kind of Makenzie sound,has a male vocal running through it under a 303,then comes to a break,where a female vocals talking in french accent i think,any help as to what this is? many thanks :cool:
