Yeah I'll try that, or maybe "Wanting to Be Free". Kind of hard to make out what word it is.

Both clips make me think towards Canada, the people involved in Hi Bias etc, did a look into my digi archive but couldnt find it

the male vocal says 'rock em man' sure its from one of the old breakdance films

To add a footnote to Brady's comment, the other sample is from,
Roy Ayers ubiquity album - Vibrations.
The very short sample says,
All your thoughts inside your mind, "Wanting to be free)
The track is called 'Come out and play',
Maybe the answer to the song is a play on these words, excuse the pun!!
