Anyone know the name of this song?

All I know (or think I know) about this track:
It was written between 1990 and 1992. Maybe late 1991 to early 1992. It's 130bpm. It's probably from either a Belgian, Dutch or German label. Could be from a UK label too, not sure. I'm not sure how to classify this, really... it could be Classic Trance or early Dutch House (Quazar (http://www.discogs.com/artist/7638-Quazar)).
There's a vocal sample of a woman saying something. I've been trying to figure out what exactly she is saying: "Heavyweight? I am awake? Hand of light?"
Perhaps it's from a label related somehow to the New Beat genre?
