I'm pretty sure that it is Rhythm for Reasons - Grand National on formation

this starts off

Bad Boy (scratchy noise) Come Again (scratchy noise) then repeats this for about a minute - massiv old skool hardcore classic

the vocal was sampled off Hi Jack - the badman is robbin - and has been ragged a few times since then - Wildchild Bad Boy for one comes with about 20 diff mixes - but this was more mid 90's

It is almost certainly Rhythm for Reasons - Grand National that you're after from the description you give but the one you want is the Tango remix which was the one caned by everybody. If you're having probs finding an mp3 give me a shout but I won't be back home til sunday now :D
