old dance/house track - early 90's I think though might be mid to late 90's

The track started off with an old sample which is something like

"I'll set the metronome and then begin". It was a female voice that said that part.

The track then goes in to a funny sort of horn loop.

Any ideas

Just to add as well somewhere in the chorus of the track was the sample "round and round upside down living my life underneath the ground"

Its not lee marrow either.
