Pre 2000 trance tune

Hi people.

Here's a tune from one of my mix *tapes*:D from over 10 years ago.

My missus found her old ghetto blaster and some tapes from back in the day, she was playing one of the tapes when I thought shit I forgot about that tune, I'm going to play that on the radio Friday night.

Wrong :( Can't remember what it's called, what it looks like and I've been through my collection twice looking. Any help would be greatfully recieved (I'm pretty sure the vocal is a sample from Music is the Answer).
