I know the track, I used to play it. I have it in my lock-up, I can't think who did the remix though. Maybe I played a slightly different version.

The "See Me" vocal sample is called "Automatic Lover" by Dee D Jackson.
Also it could be a remix of - Friends Of Matthew "Out There" released in 1999. Maybe the DMC mix?

It could be the other Neil Armstrong Mix of
