A bit of a tough one here.. on the Kenny Ken tape (from the double pack below):

Kenny Ken / Mickey Finn* - Phoenix Studio Line (2xCass, Mixed, Comp, Unofficial) at Discogs (http://www.discogs.com/Kenny-Ken-Mickey-Finn-Phoenix-Studio-Line/release/1876092)

He plays a tune which samples Dorothy out of Wizard of Oz (or at any rate it sounds very much like her). From memory it has her saying 'it's awfully dark' or something like that. I've not heard the tape for at least 12 years so don't remember where abouts on the set it is, and not all tracks are on Youtube.

Im almost certain from the vocal sample you mention its M-Beat - Dark Magnet at Discogs (http://www.discogs.com/M-Beat-Dark-Magnet/master/64132)

I've gotten confused here & messed it up a bit - you're spot on with the answer re. the 'awfully dark' sample but having listened that M-Beat tune is one of the others on the set.. if it helps, though I'm trying to ID has got a fairly uplifting ascending tune with a distinctive warbling female vocal over the top of it - high pitched but not a 'chipmunk' I think. I reckon it will turn out to be one of the few which isn't on youtube yet..
