Could poss be Deep Beats - Vol 1 Track 1 (AKA 'Siren'). It's from '92 but is a classic so may have been played later...

I don't know that mantronix tune, but there's a good bit of siren action going on in Lil' Mo' Yin Yang* - Reach (http://www.discogs.com/Lil-Mo-Yin-Yang-Reach/release/8576)

Edit: and check out the alcatraz remix on one of the other 12's too. Possibly that version.
