Landlord/Rap/Breakbeat

Alright everyone. Listening to a mix called Spice FM London 1990. Theres a tune on it, got the Landlord - I Like It riff in it, a breakbeat and someone rapping, also someone saying "don't hold back the feeling" in it... Anyone know what it is??
