1990/1991 track ID?

Hey,

Been after this one for a while, heard it again recently so I made a clip for iding... I heard this around in 91 i think, but it could be before that!

Sounds very much like bits taken from Carlton - Do You Dream, but its not a mix I know of if it is...

Any help would be appreciated!
