I've also got this track on a Tony Humphries tape from 92 and have never managed to ID it, but I just went back and had another listen and am wondering if it might be this:

Kim Martin - Welcome To My Heaven (12") at Discogs (http://www.discogs.com/Kim-Martin-Welcome-To-My-Heaven/release/1035234)

I used to think the line was "hooked up to the heavens" but it suddenly clicked this time! Can't find a soundclip of the Kim Martin track though so I could be wrong.

I can confirm this is the correct mix and it is the dub as I've just checked my copy, enjoy!
