Solved, thanks.
The year was probably 91, although, I recall this tune still getting played in early 92, and most of 92 come to think of it. The tune I'll do my best now to describe, here goes...
Breakbeat-bleep tune with huge string riff.
Intro - rough ragga voice, not sung, more emphatically told -
come follow me now <--
- rough breakbeat and bleeps-
...ragamuffin crew...thats why ya express yaself
--- just express yourself (sung female vocal)
