If you're looking for a breakbeat / hardcore tune, I can think of 2 tunes that use that sample:

Agent Orange - The Nuttiest Ska (Dog Tag Records) ... this also samples the car horn beeps from Madness's Driving In My Car.

or:

Mastersafe - Monster Sound, on the Aspirations EP on Formation Recs... although this was late '92 rather than '93.

Not 100% on this, but i think.. 'Hyperact - Monster Sound (Shoop Records) uses the Madness sample as well :)

no hardcore or breakbeat, sounded like a lot of the limbo releases that were out around that time

Right - you can count both my suggestions well and truly out then ;)

Can't think of any housey tunes with that sample - sorry.

found this old thread while looking for this track also

its Z100 - On The Low

https://www.youtube.com/watch?t=156&v=LHrAoyn7Kqw

On The Low samples Tears For Fears - Change (similar to Havana - Ethnic Prayer)
also has a vocal sample from Madness "the nuttiest sound around"
