i am looking to id a tune from 1989 that keeps sampling the line "its time to move" over a heavy rolling bassline.

Maybe it's this Mix Masters Featuring M.C. Action* - It's About Time (12") at Discogs, a jazzy hiphouse track with a thumping piano and a guy rappin' "its about time its about time to move right now ..."

Could be Scrappy - Love Motion (Hip House or Diversey St. Trip versions)

Scrappy Featuring Wet Boxx - Love Motion (12", Ltd, Cle) at Discogs

Unfortunately neither of these versions are on youtube (the one listed as Diversey St is actually the Crystal House mix)
